On 10 December 2025, the Department of Law and Business invited Ms Seko HUI, Community Relations Officer from the Independent Commission Against Corruption (ICAC), to deliver a talk on the Prevention of Bribery Ordinance (Cap. 201) to Year 4 students.
Ms HUI began the session by introducing the historical context of corruption in Hong Kong, featuring an ICAC video produced in the late twentieth century. The video effectively captured students’ attention and encouraged them to reflect on the meaning and impact of corruption in society. Building on this foundation, Ms HUI explained the four key elements, commonly known as the“ 4As”, under the Prevention of Bribery Ordinance: Advantage, Agent, Act, and Approval. Each concept was illustrated through an interactive approach, including video clips, question-and-answer segments, and scenario-based discussions, which helped students grasp the legal principles more effectively.
The talk also covered the concept of conflicts of interest and their application in real-life and professional contexts.
Through vivid examples and practical illustrations, Ms HUI was able to clarify complex legal concepts in an engaging and accessible manner. Overall, the session was both informative and enjoyable, enhancing students’ understanding of bribery offences, corruption prevention, and ethical conduct. The talk successfully bridged classroom learning with real-world professional standards, better equipping students for their future careers and postgraduate studies after graduation.
